Health system meeting regulations** must sign an honest agreement with pharmaceutical companies

In 2012, the national health system disciplinary inspection and rectification work conference was held in Beijing. The meeting emphasized that medical institutions must sign an agreement on cleanliness with drug companies, and clearly must not accept or send commercial bribery.

The meeting pointed out that the implementation of an agreement on the purchase and sale of pharmaceuticals in an honest manner requires that medical institutions sign purchase contracts with drug companies and that they must sign an agreement on cleanliness at the same time to make it clear that they must not accept or send commercial bribery and agree to legal liabilities. It is necessary to conscientiously implement the system of bad records, and the company or individual that has determined that bribery has been committed by law enforcement authorities must be included in the bad records in a timely manner. The provincial (district, city) medical institution must not purchase any of its products within two years.

According to reports, there are currently six types of drugs with high prices, mainly including: imported joint ventures, anti-tumor adjuvants, cardio-cerebral vascular disease drugs, antibiotics, changing specifications and packaging medicines, and new medical insurance catalogs. The meeting proposed that in the future, decision-making power, infrastructure rights, procurement rights, personnel rights, financial rights, etc. should be taken into account to monitor the management behaviors of leading cadres and administrative departments of hospitals; at the same time, they should focus on the diagnosis, treatment, medication, inspection, and fees. Regulate the practice of medical personnel.

The meeting emphasized that health administrative departments at all levels must not be short-circuiting and never tolerate the issue of commercial bribery in the health industry. Units or individuals that have encountered commercial bribery problems must firmly find together, investigate and deal with them, regardless of who they are, wait for their posts, dismiss the dismissal, and revoke the practice certificate of the revocation of the practice certificate, which shall be transferred to the judicial authorities for investigation of criminal liability. Promptly transferred in accordance with the law, and strictly investigate the responsibilities of the leaders in charge and the main leaders.

The meeting also proposed that it will gradually increase the overall income level of medical personnel, block the "back door" of commercial bribery, and open the "front door" of legitimate income treatment.
