Gansu Province establishes winter vegetable reserve system to stabilize vegetable prices

In order to strengthen the regulation of the vegetable market in the province, and further implement the “food basket” mayor responsibility system to effectively guarantee the stability of the urban vegetable supply and prices in the winter and spring of Gansu Province, the Gansu Provincial Government has decided to establish a winter and spring vegetable reserve system in the province. The government will give a monetary subsidy to the reasonable expenses incurred by the vegetables during the reserve process in accordance with the actual reserve of at least 0.5 yuan per kilogram.

According to the “Circular on Establishing a Winter and Spring Vegetable Reserve in the Province” issued by the provincial government, the main varieties of winter and spring vegetable reserves include cabbages, radishes, carrots, potatoes, onions, and cabbages that are resistant to storage and turnover. City and state can adjust reserve vegetable varieties according to local consumption habits and storage capacity according to local conditions. According to the city's urban population (including floating population) consumes 0.5 kilograms of vegetables per person per day and the standard of 7 days consumption, the dynamic stock of vegetable reserves is established. The implementation time of the province's winter and spring vegetable reserves is, in principle, from the beginning of December to the end of March of the following year. Each city or state can determine the specific start and end dates according to the characteristics of climate change and consumption. At the same time, in order to better serve the government's regulation and control, the provincial government decided to implement a special subsidy for winter and spring vegetable reserves, and the main body of the reserve should be subject to the reserve process at a minimum of 0.5 yuan per kilogram.
